fix: resolve --project to current dir when basename matches ( #934 )

When scanning a single (non-workspace) project directory and passing that directory's own name as the project (e.g. `directory: apps/website` with `--project website` / `projects: ["website"]`), resolution fell through to subdirectory lookup and threw "Project 'website' is not a directory under .../apps/website". Now the requested name is matched against the root directory's basename (after the workspace-package match, before subdirectory resolution), so it resolves to the current directory.
Closes #933
