Disable Vite publicDir on all build steps so public/ lands only under
build/views/public/. Drop Scarf download tracking from client and inspector;
PostHog remains the sole telemetry provider.
Split per-view client bundles via rolldown defaults, update VIEWS_SPEC for
external assets, and show a loading placeholder in inspector shells while
CDN bundles download. Fix scaffold README inspector URLs and tool error spacing.
