Matthew Podwysocki a99e5bd077 Convert setup-hooks script from bash to Node.js for cross-platform compatibility 
- Replaced bash script with Node.js version using native fs/path modules
- Updated package.json to use 'node scripts/setup-hooks.js'
- Works on Windows (PowerShell/cmd), macOS, and Linux
- Handles chmod gracefully on Windows where it's not needed
