- add a `copyAssetForPublish` transport (device-control default, desktop IPC
  gated by the external-file approval path, device RPC + gateway with
  workspace containment on the destination) so the outside-workspace
  publish guide can relocate assets on every runtime
- build `copyFile` / `writeFile` for local, device and sandbox files
- let `useBlockedWorkspaceHtmlPublish` hand the confirmed plan to a caller-
  supplied `runPublish` instead of always publishing inline
- show a loader instead of spinning the action icon while a toolbar action is busy
