Julius Brussee 87325d89e1 fix(extension): Firefox pack in release gate, e2e opt-in, min version 140 ...

Follow-ups on the #936 merge: npm run package now emits the Firefox zip
too; the Firefox e2e (which fetches web-ext through npx) is no longer part
of test:all; strict_min_version drops to 140.0, the desktop floor for
data_collection_permissions (no gecko_android target is declared).
