Julius Brussee 81ccfb6f80 ci(win): portable npm spawn in shrink test; exclude unported cli suite from windows pnpm -r test ...

The windows job finally reached pnpm -r test and surfaced 150 failures:
149 are the whole @caveman-ai/cli runtime suite, which writes POSIX shebang
stub agent binaries and has never run on Windows — porting that harness is
a separate project, and the CLI's Windows contracts already run in the
curated test:windows gate later in the same job. Excluded with a comment
naming the condition to remove the exclusion. The 150th was shrink's
package test spawning bare npm — fixed portably like mcp/browse.
