Julius Brussee 9dcb2e5f60 test(win): skip POSIX-stub cavemem tests on Windows, spawn npm portably in mcp test ...

Last layer of the never-green Windows job: the mem/js client tests exec a
POSIX shebang stub (Windows only execs a real PE; the shipped cavemem there
is a Go .exe), so stub-executing tests skip on win32 while contract and
failure-path tests still run. The mcp package test spawned bare "npm",
which is npm.cmd on Windows and needs a shell.
