Julius Brussee f1c92e30fb test(win): extend browse tests' existing win32 skip to the shebang-stub test, spawn npm portably ...

Same two Windows patterns as mem/js and mcp, in the browse consumer copy:
the launcher test execs a #!/bin/sh stub (the file already skips its .bin-shim
sibling on win32 for the same reason), and the package test spawned bare npm.
Upstream sync note: mirror in JuliusBrussee/caveman-browse.
