Julius Brussee ac32e98e58 Harden upstream proxy, SSRF guard, and CA bundle handling ...

Adds explicit upstream_proxy / ca_bundle configuration, an additive CA
bundle loader in shared/platform/cabundle, and tightens the SSRF guard
for proxied and self-hosted upstreams. Documents both in the technical
configuration and security pages.
