Make TOOLS.md dynamic per agent type (same pattern as ROLE.md via identity-inject)
Gate 5 hard-reboot proof: reboot flagg with no GUI login, confirm com.joelclaw.central.nas-mounts restores /Volumes/nas-nvme + /Volumes/three-body (60s ticks in /Users/Shared/joelclaw/logs/central/nas-mounts.out.log), then run verify-nas.sh --write-probe --benchmark-mib 1024.
