panda 58dbe8e2e1 feat: ADR-0015 TDD loop architecture — plan→test→implement→review→judge
5 stories implemented via loop-tdd-v1:
- LOOP-1: Test writer Inngest function (agent/loop.test)
- LOOP-2: Restructured event chain (plan→test→implement→review→judge)
- LOOP-3: Reviewer rewritten as 4-question evaluator (no longer writes tests)
- LOOP-4: Judge consumes reviewer notes + LLM verdict
- LOOP-5: Integration verification (all wiring confirmed)

Key changes:
- New test-writer.ts: writes acceptance tests BEFORE implementation (TDD)
- review.ts: evaluates 4 questions (new tests? substantive? truthful? intent?)
outputs structured JSON notes, no longer writes test files
- judge.ts: mechanical gates + reviewer notes + llmEvaluate verdict
FAIL if reviewer flags issues even when tests pass
- plan.ts: emits agent/loop.test instead of agent/loop.implement
- 185 tests across 7 test files, all passing

"title": "Write ADR-0010: System Loop (OpenClaw Gateway)",
"description": "Use the agent loop to write ADR-0010, which designs the always-on system loop (SENSE→ORIENT→DECIDE→ACT→LEARN). The ADR goes in ~/Vault/docs/decisions/0010-system-loop-gateway.md. Each story builds one section of the ADR. The implementor writes markdown, the reviewer tests structural/content requirements. Context: we have a working coding loop (ADR-0005/0007), event bus (Inngest), note queue (Redis), retrospective system, and slog. What's missing is the autonomous orchestration layer that decides what to work on.",

"description": "Create ~/Vault/docs/decisions/0010-system-loop-gateway.md (IMPORTANT: also copy the file to docs/decisions/0010-system-loop-gateway.md in the current working directory so both paths stay in sync). Add YAML frontmatter with UNQUOTED values (status: proposed, date: 2026-02-14, decision-makers: Joel Hooks). Do NOT quote YAML values — write status: proposed not status: \"proposed\". Write the Context and Problem Statement section. It should explain: (1) the current system has execution capabilities (coding loops via ADR-0005/0007, video/transcript pipelines, note queue, retrospective) but no autonomous orchestration layer, (2) Joel is currently the gateway — he decides what loops to run, what to prioritize, what to fix, (3) the OpenClaw architecture calls for a central LLM session loop that senses events, orients on state, decides actions, executes via pipelines, and learns from outcomes, (4) the decision drivers around always-on vs cron, safety, cost, and human oversight. Reference ADR-0005, ADR-0007, ADR-0008 as related decisions.",

"description": "Add ## Decision Drivers and ## Considered Options sections to the ADR. Decision drivers should include: autonomous action capability, safety and human oversight, cost control (LLM calls), state awareness, composability with existing pipelines, graceful degradation. Considered Options should include at least 3 options: (A) No system loop — keep human as gateway, (B) Cron-triggered heartbeat — Inngest cron function that runs every N minutes and checks state, (C) Event-driven reactive loop — function triggered by terminal events (loop.complete, note captured, etc) that evaluates next action, (D) Always-on LLM session — persistent context window that receives all events. "title": "Decision Outcome + Consequences + Pros/Cons",
"description": "Add ## Decision Outcome and ## Pros and Cons sections. The recommended decision should be a hybrid approach: event-driven reactive loop as the primary mechanism (triggered by agent/loop.complete, agent/loop.retro.complete, system/note, etc.) PLUS a cron heartbeat as a fallback sweep (every 15-30 minutes). This gives real-time reactivity to events while ensuring nothing falls through the cracks. The consequences section should cover: good (autonomous action, faster feedback loops, note queue gets processed), bad (cost of LLM calls, risk of runaway actions, complexity), neutral (human can still override via cancel). Add Pros and Cons for each considered option.",
