and ADR status updates.
Priority order: circuit module → wire into infer() → triage bug fix →
triage circuit → tests → scorecard enhance → deploy → ADR updates.

Add system_knowledge.retrieval OTEL events to:
- reviewer (review.ts)
- judge (utils.ts/llmEvaluate)
- test-writer (test-writer.ts)
- planner (plan.ts)
Matches existing implementor pattern. All 5 loop stages
now emit observable proof of knowledge retrieval.

Add cheap gate steps to 6 cron Inngest functions:
- heartbeat (10min gate)
- batch-review (pending count gate)
- knowledge-watchdog (3h gate)
- check-granola (45min gate)
- reflect (cron-only gate, event bypasses)
- check-system-health (45min + healthy gate)
Pattern: first step checks Redis timestamp/count, returns
{ status: 'skipped', reason: '...' } if work not needed.
Stores last-run timestamp after successful completion.
Removes stale seed-articles.ts from cancelled loop.
