Marcus Webb c1e8dd19c7 feat(dev-tools): add vitest skill — test setup for Workers, React, Node ...

Rebuilt from v1 archive as a proper v2 skill that produces working test
infrastructure. Detects project type, generates vitest.config.ts, test
setup, utilities, sample tests, and package.json scripts. Covers mocking
patterns, coverage, workspace config, and Jest migration.

Prompted by issue #69 (Dispatch discoverability).
