Per SKILL_SHAPE.md and Anthropic's skill-creator guidance, descriptions
should be pushy (Claude under-triggers neutral descriptions) and use
the spec's preferred inline single-string format rather than YAML
folded scalars.
This commit applies that mechanical change across 19 skills that were
still using the older folded-scalar style. Body content is unchanged
in every file.

- brains-trust (also collapses redundant `triggers:` array into description)
- gws-install, gws-setup, nemoclaw-setup

- proposal-writer, resume-cover-letter, strategy-document, award-application
Per-skill body audits will follow as separate commits where they earn
their own diff.

Created 45 command files with descriptive argument-hints so every skill
has a /plugin:skill-name shortcut. Added compatibility: claude-code-only
to 17 skills that require Bash/filesystem/browser (d1-migration, db-seed,
project-docs, git-workflow, landing-page, shadcn-ui, tailwind-theme-builder,
ai-image-generator, color-palette, favicon-gen, icon-set-generator, etc).
