marcusjezweb 16adb0575a feat: add skill-lint structural linter (#71) 
Ship bin/skill-lint — bash script that validates SKILL.md files against conventions (frontmatter, line count, file references, directory structure). Includes GitHub Actions workflow for PR-level CI. First use of bin/ executables feature (v2.1.91). Relates to #52, #70.

Marcus Webb 020842d87e ci: add GitHub Actions workflow for contextbricks npm publish 
Triggers on contextbricks-v* tags. Verifies tag version matches
package.json, then publishes to npm using NPM_TOKEN secret.

Requires: add NPM_TOKEN (automation token) as a GitHub repo secret.
