- bump opencli to 1.7.13 (was 1.7.12)
- bump extension to 1.0.6 (was 1.0.5)
- finalize CHANGELOG: move Unreleased section to 1.7.13 with date,
  document Strategy.HEADER removal + OPENCLI_BROWSER_TIMEOUT rename
  as breaking, add fill-step routing fix, qwen detail command, and
  the dead-code/internal cleanup batch
