OpenCode Agent eb0a342add fix: change MUST to SHOULD for todowrite in agents 
Relax requirement level for todowrite usage from MUST to SHOULD
across all agent definitions to allow flexibility in task tracking.

OpenCode Agent 3ccf0b6a50 Standardize core instructions for all agents 
Add standardized blocks for core mission, safety standards, tool
discipline, LSP management, and engineering workflow to all agent
definitions. Include resumption protocols where applicable.

- Move top-level agent directories under agents/
- Remove deprecated skill permission warnings
