Runs the four-window runtime cost gate against fixtures it generates
itself, under production React so it measures shipped behaviour, plus
the eager bundle byte check on every studio PR.

The idle window samples past a quiescence condition rather than a fixed
sleep: the first window reads the thumbnail extraction backlog, which is
several times the steady state, so a fixed sleep would gate on a
transient.
