Miguel Ángel b879eca6a0 fix(producer): allow declaration emit despite unresolved types on Windows ...

With noEmitOnError: false, TypeScript still emits .d.ts files even when
it cannot resolve junction-backed devDeps like @webgpu/types on Windows.
Type correctness is enforced by the separate typecheck CI job.
