feat(core): add destructive command prevention hook for Claude Code
Introduces a Python 3 PreToolUse hook that prevents execution of Bash
commands targeting paths outside the working directory or matching a
blacklist of destructive operations.
- Zero external dependencies (pure Python 3 stdlib)
- Shell-aware tokenization with shlex (pipes, chains, quoted paths)
- Recursive analysis: sudo, bash -c, find -exec, xargs, watch wrappers
- Path validation: rm/unlink/rmdir/shred blocked outside CWD
- Safety-first: $VAR, ${VAR}, globs, and {} placeholders flagged
- Extensible blacklist: AWS CLI, Docker, git reset --hard / clean
- git clean -n / --dry-run explicitly allowed (dry-run is safe)
- Installer updated to copy hooks and register in .claude/settings.json
- plugin.json updated with hooks field

refactor(rules): add standardized coding rules for language plugins
Add rules/ directory with coding standards to each language plugin:
- Java: naming conventions, project structure, best practices, error handling
- Python: PEP 8 naming, project structure, type hints, error handling
- PHP: PSR-12 naming, PSR-4 structure, PHP 8.1+ practices, error handling
- TypeScript: naming conventions, project structure, strict typing, error handling
Each rule file uses Claude Code .claude/rules/ compatible format with
globs frontmatter for path-scoped activation.
Updated infrastructure:
- plugin.json manifests: added 'rules' array for all 4 language plugins
- install-claude.sh: added rules deployment to .claude/rules/[plugin-name]/
- Makefile: added rules count to list-plugins and list-components targets
