* fix: rename --file-path to --file for file upload commands

Update all docs and examples to use the current `--file` flag for
`content file upload` and `workspaceManagement file upload`, and bump
plugin version to 1.14.2.

* fix: sync router version to 1.14.2 and regenerate skill metadata

Bump cargo/SKILL.md to 1.14.2 so the plugin manifests mirror the router
version, and regenerate stale skill-metadata.json files.
