Add cargo-diagnostics skill, interaction conventions, and catalog fixes (#48)
- New capability skill cargo-diagnostics: forensic runbooks (run-trace,
batch-error-sweep, play-optimize-credits) that sequence run get,
orchestration SQL, and billing metrics into diagnoses, linking existing
references instead of duplicating them.
- New shared reference cargo/references/interaction.md: plan gate before
building, recommended-default choices, presenting defaults.
- Catalog hygiene: stale skill counts fixed (AGENTS.md said ten, router
said thirteen, README said fourteen -> fifteen everywhere), ClawHub
publish loop catches up cargo-quickstart/cargo-content/cargo-hosting
and adds cargo-diagnostics, README owner prose matches CLAWHUB_OWNER.
- Version bumps: cargo 1.8.0, cargo-gtm 1.1.1, cargo-orchestration 1.5.1,
cargo-billing 1.0.2, cargo-diagnostics 1.0.0 (new). CHANGELOG updated.
