* chore(release): bump versions to 1.3.0-rc.1 Sanctioned RC bump per RELEASING.md "Cut an RC": ./scripts/update-versions.sh 1.3.0-rc.1 The Windows PE numeric fields (winres file_version/product_version and the manifest <assemblyIdentity> version) stay at the base version 1.3.0 because PE versions must be purely numeric; uv.lock carries the PEP 440 normalization 1.3.0rc1. scripts/check-versions.sh passes all gates. Co-Authored-By: Claude Fable 5 <noreply@anthropic.com> * docs(changelog): drop the PROVISIONAL fence around the #6055/#6056 entries The fence's stated condition — both PRs merged — is satisfied: #6055 (94bbeab57) and #6056 (bcc9052ca) are both merged into release/1.3.0 and are ancestors of this branch. Per the fence's own instruction, only the two comment lines come off; the four entries stay. The [1.3.0] date is deliberately left alone — the stamp-changelog step owns it at final-release time.
