JaeSoon (jason) 33ae737b19 docs: add PII/secrets warning comment to issue templates (#189) ...

Add an HTML comment at the top of the bug report and feature request
templates warning against posting personally identifiable or
confidential information (real company/office names, personal names,
office/user IDs, tokens, contact info) in public issues. The comment is
visible while editing but not rendered in the issue body.
