move packages to @grimoirelabs scope

- rename package names/imports/docs/scripts to @grimoirelabs/*
- keep CLI bin name as grimoire
- update publish docs for new scope
- fix formatting in venue tests

- add Node fallbacks/build outputs for core/cli/venues and update package exports
- add changesets + CI release workflow with provenance
- document manual 0.1.0 publish, add CONTRIBUTING and CHANGELOG
- refresh AGENTS.md and skills inventory; remove dev-only skills!
