Reverses the earlier mirror conversion: this repo stays canonical for
workflow skills and CI now mirrors skills/ INTO firecrawl/skills
(skills/workflows/), making the catalog a pure distribution repo.
Drop the lockdown config (this repo accepts PRs again) and make the
firecrawl-workflows umbrella skill self-contained by moving the
authoring guide into its references/.
