Trevin Chow 653d65bced docs(solutions): capture the idle-bound test suite diagnosis

The reusable part of this work is not the flag, it is the diagnosis: a
serial run reporting 36% cpu is what says "this suite is idle-bound, look
at concurrency" rather than "hunt for a slow test". Records that, plus the
two dead ends — measuring CI changes on a loaded laptop, and assuming more
workers is free on an idle-bound suite — and how to find the new floor.
