Trevin Chow e339ef5999 fix(skills): probe Python interpreter instead of hardcoding python3 ...

On native Windows, bare python3 often hits the Microsoft Store stub.
Resolve via execution probe and invoke "$PY" across remaining skills,
and guard against regressions in skill-conventions tests.

Fixes #1247
