Adds ce-swift-ios-reviewer as a conditional persona in the ce-code-review
pipeline. It covers SwiftUI state management, retain cycles, Swift
concurrency, Core Data / SwiftData context threading, and accessibility --
failure modes that generic reviewers do not catch.

Reviewer selection fires on .swift files, SwiftUI/UIKit code, entitlements,
PrivacyInfo.xcprivacy, .xcdatamodeld bundles, Package.swift/Package.resolved,
storyboards/XIBs, and semantic (non-UUID-churn) changes inside .pbxproj --
target membership, build settings, signing, and linker flags.
