Trevin Chow a6149080e8 fix(ce-code-review): reach the validator bound with repeated waits ...

A host whose single blocking wait is short (Codex's wait_agent caps at
about 30 seconds) could not perform one 15-minute wait, so the bound is
now aggregate: repeat the host's wait back to back until verdicts arrive
or the template's wall-clock limit has passed since launch.
