Align the captured learning and the user guide with the corrected condition. Both were written from the first draft, which said any terminal check owned by the announcing app proved the reviewer stopped. Review corrected that in settle.md — the output has to account for the review that was announced — but the derived artifacts still published the rejected rule. That matters most for the solutions doc: it exists to be cited by later work, so a rejected rule sitting in it can reintroduce the defect long after the skill text is right. It now carries the corrected condition and records that the first draft got it wrong, since the near-miss is the useful part.
