Trevin Chow 74a3f33111 fix(ce-babysit-pr): pin UTF-8 on pr-snapshot subprocess decode ...

gh JSON is UTF-8; text=True without encoding= used the OS locale
and crashed the Windows watcher on curly quotes. Pin encoding on
_run() and the sibling ps call, and add a C-locale regression test.
