Trevin Chow fd9135490a fix(ce-work): make the no-commit worker rule universal ...

The persona already forbade git index writes, but the host protocol still
allowed instructing commits when a sandbox could write the Git admin dir.
Align SKILL.md and the contract, and pin that parity.
