Trevin Chow 20df49f099 fix(ce-compound): prefer the repo's own frontmatter vocabulary over the Rails-era enums

component and root_cause become open vocabulary with generic suggested
defaults; the classifier samples existing docs/solutions frontmatter and
directories first and falls back to the schema only for an empty or
uncovered corpus. The category mapping is now a default layout that an
established taxonomy overrides. ce-compound-refresh mirrors stay
byte-identical and its replace flow keeps the old doc's values.
