Trevin Chow 4c1741ddca feat(ce-update): add plugin version check skill and ce_platforms filtering ...

Add ce-update skill that checks the installed compound-engineering
version against the latest GitHub release and clears stale cache when
out of date. Claude Code only — uses ! backtick pre-resolution.

Introduce ce_platforms frontmatter field for skills that should only
be included on specific platforms. When absent, skills convert to all
targets (backwards compatible). All 10 converters now filter via
filterSkillsByPlatform(). AGENTS.md updated to carve out ! backtick
pre-resolution from the shell chaining/suppression rule.
