Trevin Chow ca84e83044 fix(ce-update): restrict pre-resolved platform gate to plugin-root signal (#532) ...

The pre-resolved context paragraph told the model to bail if any of the
three sections showed an error, but the decision logic (fixed in 0bff4d15)
correctly treats version/cache failures as recoverable within Claude Code.
Narrow the bail-out to only the plugin-root signal to match.
