Trevin Chow 59fdf00c7f fix(ce-plan): honor explicit external-research requests and route by intent
Phase 1.2 could silently skip external research a user explicitly asked
for. On any rich codebase, "research competitors" or "use best practices
from the web" lost to the skip-bias, producing plans grounded in local
guesswork instead of the evidence the user named.

The gate is reworked into three stages: explicit-request priority (beats
the skip-bias), intent classification (implementation-guidance /
landscape / mixed), and the existing implicit signals. Phase 1.3 now
routes by intent and wires ce-web-researcher for landscape/competitor
scanning (it was only reachable from ce-ideate before). Phase 1.4
records whether external research was load-bearing so the deepening
gate can enter scoring when external evidence is what the plan rests
on, even when local patterns look strong.

ce-web-researcher gets a small consumer-neutralizing pass so its
broader role isn't ideation-coupled. docs/skills/ce-plan.md updated
to reflect intent-classified routing.

Validated with N=3 across 11 fixtures; all green.
