Adds a batch/narrate/finish section to the portable authoring guide: long
orchestrating skills must instruct single-response batching of independent
calls and dispatches, a named narration contract (entry line, boundary
updates, standalone recap), and completion claims gated on performed work.
Adds the matching always-loaded rule to ce-skill-work, a checklist line,
and AGENTS.md routing so new or changed authoring best practices go
through ce-skill-work and land in the standard, never only in one skill.
