Address PR review feedback (#977).
Codex review flagged that gating stub generation on disable-model-invocation
suppresses the slash command for user-invocation-only skills. ce-polish's own
description says "Manual invocation only -- type /ce-polish to run it" yet had
disable-model-invocation: true, so OpenCode installed the skill but never created
/ce-polish (same for ce-setup) -- removing the only entry point those skills have.
disable-model-invocation means the model won't auto-trigger the skill, which makes
the user-facing slash command essential, not redundant. Gate only on
user-invocable: false. Update the fixture assertion (disabled-skill now gets a
stub) and the drift test's independent stub-set derivation (drop the
disable-model-invocation exclusion; remove the now-unused inventory field).
