Trevin Chow fa1d705c23 feat(ce-plan): strengthen test scenario guidance across plan and work skills ...

ce:plan's move to "WHAT not HOW" compressed test guidance into a single
vague line, causing ce:work to produce fewer tests. Restore category-driven
test scenario guidance (happy path, edge cases, error paths, integration)
without reverting to pre-written code. Guidance is right-sized to unit
complexity rather than anchored on a numeric target.

Also adds stable/beta sync convention to plugin AGENTS.md and a Test
Scenario Completeness fallback to ce:work for when plans have thin
test coverage guidance.
