Trevin Chow 430902100c fix: duplicate support files into ce-compound-refresh with drift test ...

Skills are independent units — cross-skill relative paths don't resolve
at runtime. Duplicate the three support files (schema.yaml, yaml-schema.md,
resolution-template.md) into ce-compound-refresh and add a test that
fails if the copies drift from ce-compound's canonical versions.
