Trevin Chow 83989ff9fc fix(ce-plan): move document-review before final checks ...

Document review was placed after 5.3.8 Final Checks with a duplicate
5.3.5 number. Auto-applied edits from document-review could invalidate
the final checks invariants. Reordered: document-review is now 5.3.8,
final checks is 5.3.9, with an ordering contract test.
