GITHUB_TOKEN-created releases don't trigger other workflows (GitHub Actions limitation to prevent loops). Changed publish.yml to use workflow_call (invoked by release-please) + workflow_dispatch (manual retry from Actions tab). Co-Authored-By: Claude Opus 4.6 (1M context) <noreply@anthropic.com>
