Laurent Saint-Félix a7d7a4863e feat: add Codex plugin support ...

Add .codex-plugin/plugin.json manifests for all five skill packages
(elasticsearch, kibana, observability, security, cloud) and a repo-level
marketplace at .agents/plugins/marketplace.json following the Codex plugin
spec ($REPO_ROOT/.agents/plugins/marketplace.json).

Version sync and release-check CI workflows updated to include the new
codex plugin.json files so versions stay in lockstep with the release
manifest on every release.
