- Introduced a new skill `csharp-expert` to handle C# language and API semantics.
- Updated README to include the new skill.
- Created evaluation tests for the `csharp-expert` skill covering:
  - Cancellation propagation in asynchronous methods.
  - Handling nullable lookup results.
  - Preserving stream ownership in method implementations.
  - Implementing value equality for identifier objects.
  - Enforcing a TryParse style contract for port numbers.
  - Making concurrent increments atomic in an asynchronous counter.
  - Removing hot path allocations in word counting.
  - Validating an already correct cancellation implementation.
- Added fixture projects and implementations for each test case to ensure correctness.
