Larry Ewing 1be3dc7e16 Address review feedback: async/await, param naming, Name= consistency ...

- Remove async from GetWeather example to avoid CS1998 warning (no await)
- Rename buildId → buildRef to match the description accepting both IDs and URLs
- Align 'Name =' guidance: both the Critical Rules bullet and the naming
  section now list all three reasons (unclear name, snake_case, collisions)
