Replace the per-workflow select_copilot_pat custom job with the shared workflow import pattern from dotnet/runtime PR #127946: a shared/pat_pool.md import that defines a pat_pool job (inline bash, no separate action) exposing a pat_number output. Consuming workflows add 'imports: - shared/pat_pool.md' and reference needs.pat_pool.outputs.pat_number in engine.env. on.permissions: {} forces the pre_activation job that pat_pool depends on. Piloted on close-stale-prs; test-pat-rotation validates the output reaches the agent job.
