Extract the inline Git section header from changes.tsx into a standalone GitSectionHeader component with explicit props, following the project's one-responsibility-per-file convention. Set up Storybook 10 with react-vite, a11y and docs addons, and a light/dark/side-by-side theme decorator. Add the first story with a full mode × state matrix for visual regression coverage.
