* Make pcb tag and pcb release consistent

Before:
  pcb tag --board <BOARD> --version <VERSION> [PATH]
  pcb release <zen_path>  # inconsistent - used file path

After:
  pcb tag --board <BOARD> --version <VERSION> [PATH]
  pcb release --board <BOARD> [PATH]  # now consistent

Also, prefix the board name so that the folders + zip file names are
easier to grok.

Before:
  - Staging: .pcb/releases/MyBoard/v1.0.0/
  - Zip: .pcb/releases/MyBoard/v1.0.0.zip (just v1.0.0.zip, not MyBoard.v1.0.0.zip)

After:
  - Staging: .pcb/releases/MyBoard-v1.0.0/
  - Zip: .pcb/releases/MyBoard-v1.0.0.zip
