Akhil Velagapudi e5631d11ce feat: add pcb step export (ENG-1711) (#1275) 
Move kicad-step into the workspace as pcb-step and add pcb step export,
which writes the STEP assembly for a board without kicad-cli: body with
drills, footprint models from embedded STEP files, silkscreen and mask.
